A lot of products have carbon, conductivity is determined by the molecular structure the carbon has within the tires. Just because something has carbon in it doesn’t mean it’ll conduct electricity.

Not sure if it is a ground. The difference is that is no 2nd arc to ground i think. It proves the point that electricity runs around the cars body without being dangerous to the driver or car. The only difference I would say bursting the tires because of the heat produced by the 2nd arc coming from rims maybe.
